A year has passed since the July 4 flood in Kerr County. The community is still showing signs of both trauma and healing. A personal tragedy occurred during the flood when 11-year-old Madelyn Jeffrey, also known as Emmy, and her grandparents lost their lives in the Guadalupe River.
